In a world full of uncertainty, of one thing you can be sure: there must always be balance. The nature of yin and yang is relative, with neither being able to exist in isolation. Without “cold” there would be no “hot”; without “moving” there would be no “still”; without “dark”, there would be no “light”… Without evil, there would be no good.
So if a clandestine government agency takes nineteen orphan boys and raises them to be perfect, lethal, killing machines… who are the bad guys, the agency or the children?
And what happens when those children grow up?
